  • 以高標準來要求與兒童保護相關的立法,督促政府制訂更完備的法律。
  • 督促立法者在立法時應參考其他國家之法律,並發起批准國際網路犯罪公約。
  • 提倡專責檢警人員都應接受電腦專業訓練,而且也應與各國警察合作,確保其打擊網路犯罪之能力。
  • 督促網路業者制訂自律公約,鼓勵業者與警方合作。
  • 支持網路犯罪報案熱線,獲悉不法網站立即檢舉。
  • 學習電腦,陪孩子一起飆網,並且確保孩子瞭解「聰明上網手則」。
  • 確保學校提供有效的訓練,讓學生瞭解網路資訊的益處與限制。
  • 參與打造安全無色、安全的網路世界的活動。

(1)、國際網路業者自律公約

ISP自律公約

許多國家的網路業者協會為了釐清與網路上非法內容的角色與責任,已經草擬自律公約,例如EuroIspa就結合歐洲的網路服務業者組成協會,成員主要來自歐洲的十個國家,包括奧地利、比利時、芬蘭、法國、德國、愛爾蘭、義大利、荷蘭、西班牙和英國,共有500個業者參加。
歐洲議會在視聽與資訊服務中保護兒童與人類尊嚴的建議文,提供許多意見,是業者在制訂自律公約時應加以採納參考。內容如下:

  • 使用者應被告知使用網路的基本規則,以及提供網路內容的法律責任。
  • 兒童應該被保護,遠離有害內容。
  • 只要有潛在的有害內容,都應使用保護措施,如警告頁、視覺或聲音的警告、檢查使用者年齡的標籤或分類或系統等。
  • ISP應該協助父母監控網路,如過濾軟體。
  • 建立申訴管道。
  • ISP應該支持打擊侵犯人類尊嚴的非法內容的有效策略。
  • 行政院、司法與警察單位之間應有合作的基本規則,詳細規定交給業者。
  • 處理違反自律公約的程序應包含進來。

(2)、網路犯罪國際公約

本草案是由歐洲議會的網路犯罪專家小組所研擬,在第五十次小組討論後(及2001年6月18至22日),將提交歐洲委員會犯罪問題小組,然後在交給部長委員會接納採用。
這份名為「網路犯罪公約草案」(Draft Convention on Cyber-crime)文件,將是第一個關於網路犯罪的國際條約及對電腦系統、網絡或資料和其他誤用型態的犯罪行為的訴訟程序。
公約草案的重點摘要可以提供給有興趣的政黨去向該國政府的專家提出建議與問題,此外,還有公約草案說明備忘錄,可以讓讀者更容易瞭解本公約。
